If tarot doesn’t predict the future, how can it sense yours and others emotions and pick up on situations?

Hi I’m new to tarot so I’m learning. I just want to know if tarot can’t predict the future then how does it still know the type of situation you are in by the question you ask about yourself and others. I want to believe that there is some magic to tarot, that there is higher force than us communicating through these cards. But I don’t know what to believe.
