Reading trends energies vs a situation being settled

I wonder if anyone also figured out this one. If you get 3 cards… say as an example page of wands + lovers, and then the 9 of wands. Do you interpret the situation as “almost there” or the situation is blocked? I have this more often, for example you have a negative card at the beginning and two positive ones at the end. I sometimes get a bit confused on how to read the interpretation 🙃 How do you read these situations ?
