Why do the same annual Major Arcana repeat themselves cyclically?

I was studying tarot calculating the major arcana for the next few years in the life of a friend and I realized that the same ones from previous years are always repeated (attached image).

For example, he is "The Star", and each year he has to go through only the last third of the Fool's journey, that is, they always repeat: the Devil, the Tower, the Star, the Moon, the Sun… until reaching the World, where the cycle repeats itself, but never passes through the Emperor, or the Magician (to name one).

I don't know if you understand what I mean, but I used to think that one went through all the cards in the deck during his life, but no. Is there any reason?

Interestingly, the people I've studied who go through just this last third tend to have very intense lives. I hypothesize that perhaps more have reincarnated, leading increasingly challenging lives.
